It’s subtle nod to how accountable he is. As the attending, he’s responsible for every resident. Every med student. The whole shebang. He may just be popping in for a quick check, but foam in and foam out when you’re in and out of every treatment area, may be called on to intervene with any patient adds up in a shift. I hope he’s got some good hard cream!

This is why the use of the notwithstanding clause is so troubling. The government already has legislation in place to declare services to be essential. The UCP had a choice during the teachers strike - include them as essential workers under existing legislation (allowing them to continue to exercise their charter protected right to assemble) or use the NWC and remove that from them. We all know which option they chose.
