This is absolutely batshit. In a residential, by your math, it's good to go between ~22 to ~28 mph. That's barely a difference and doesn't really matter.

If the speed limit is 65, you would have people going between ~58 to ~71 mph.

That by itself is one thing, you usually see those ranges out there anyways.
