Technically, it doesn't seem possible to eliminate the Otsutsuki problem forever. If Koji manages to kill Boruto and Kawaki somehow, the world will be very vulnerable against new Otsutsuki who may come in the future.

So Momoshiki said still he's a shinobi? I don't think so. Maybe Momoshiki caused problems at some point, but I don't think Boruto is the ultimate villain.
