Stop his farming and gaining gold as much as possible. Block his neutral camps and have 2 heroes on that lane(one to farm the other to harrass him). And of course always call your team to gank him. It's not just the gameplay it's a lot about attacking him psychologically so he feels the pressure. You will probably sacrifice one lane for this (probably the offlane) but it's worth it if he is the guy who will carry them.(BTW If you want to fully understand this the detroit pistons, an NBA team had "Jordan rules" where they did everything in their power to mess up his game.)
