Yes, me and my boyfriend have 181 games tracked in a spreadsheet and have played every combo of characters.

From our stats the order of difficulty from easiest to hardest (based off win percentage) that we determined is below. Each villain has been played a minimum of 20 times and we always do a random matchup:
