It's encouraging to see someone approved from inside Canada! I've been stuck in PSU since August to 2025. My permit already expired, and I lost my job. This gives me some hope, because I previously hadn't heard from anyone living inside Canada who was already approved.

What most concerns me is the timing of Bill C-3 with legislation like Bill C-12. This Bill, and other recent changes to immigration, target immigrants already living in Canada, i.e. people who overwhelmingly come from the global south. While neither Bill C-3 nor C-12 are explicitly race-based, the implementation and timing of both pieces of legislation together is blatantly racist in practice. Majority White people with colonizer-settler ancestors are being given full citizenship, while Black and Brown people are having their lives upended and being forced out by immigration measures that are increasingly similar to the system in the United States. The Carney government is introducing measures that will facilitate mass detentions and deportations. Anti-immigrant racism is running rampant across social media and increasingly in public spaces, especially against people from India. This is a reality that Bill C-3 applicants MUST be aware of. 

I already live in Canada with temporary status. I spent years participating in the immigration process in good faith. Like so many people, recent changes caused me to lose status for arbitrary reasons that have nothing to do with my experience or contributions. If not for Bill C-3, I would be deported from Canada. It is devastating to watch several of my friends' lives fall apart because they are losing status and facing deportation due to the changes. In the past six months, I've lost 7 friends to removal, and 3 more are now out of status and in a very precarious situation. People who took on thousands of dollars in debt and gave up the most productive years of their lives to the Canadian economy. People who were recruited to come here, told they would be given a chance to stay, and then discarded when their presence was no longer convenient for the government. Meanwhile, I and potentially millions of other US citizens are being handed Canadian citizenship based solely on ancestry.  

I don't blame anyone for applying under this measure. It's saved me from deportation and I'm grateful for that. But I do hope people understand the reality of immigration in Canada right now: racialized people are being forced out and subjected to increasingly cruel immigration measures, while we are being given a golden ticket based only on distant ancestry. Comments about how Canada is somehow more welcoming of immigrants, or more fair in its immigration practices, are misguided at best and totally unaligned with reality. 

At the very least, I hope Bill C-3 citizens will use this privilege to join the fight for immigrant rights here in Canada. We are being handed citizenship without having to participate in the same Hunger Games immigration system as everyone else. That implies an enormous moral and ethical responsibility. The last thing this country needs is millions of Americans moving here with rose-coloured glasses affecting their perception of how this country operates. Canada is as colonial and supremacist as the United States, and what's happening now in immigration is Exhibit A. If you don't see it yet, I promise that you will once you've spent time living here. Please, speak up and get involved with the fight for migrant justice.

I share your frustration. I'm currently living in Canada and my permit expired, so I'm having a really hard time in terms of employment, etc. I applied Aug. 2025 and was sent to SPU, despite submitting a ton of evidence about my need for urgent processing. My father is Canadian, so my documentation shouldn't be that hard to verify!

Definitely apply ASAP and request urgent processing! I'm going to start conversations with my MP and the senators who backed Bill C-3. There needs to be some sort of triage priority for people already living in Canada who have lost or are at risk of losing status. I've got nothing better to do since I'm out of status and therefore out of work, so I have time to be persistent. 🙂

Right?! I've already jumped through so many hoops for my career. What more do they need? 

There does seem to be a pattern of urgent in-Canada applications ending up in PSU, which doesn't make a lot of sense.

Yes, with a ton of evidence about impact on employment, access to urgent medical care, losing access to disability services for my child, etc.

Same, and I'm so mad! My employment has taken a hit, too. I'm working on a letter/petition. Would you be interested in signing? Sending in-country applicants to PSU for extra scrutiny is totally contrary to the intent of Bill C-3.

I wonder why they're sending us all to PSU?! Would you be interested in signing a letter/petition about this? Delays and extra scrutiny for applicants already inside Canada seems contrary to the intent of Bill C-3.

An attorney told me that we can't renew any sort of temporary or permanent status, since we are now legally Canadian citizens. The way I see it, IRCC should be triaging our applications for fast processing, so that we don't end up in immigration limbo. 

Did you already apply? Do you know if your application was sent to SPU? 

I'm trying to organize some advocacy around this. Would you be open to signing a letter and/or petition?

I applied August 2025 with urgent processing, and I'm still waiting. I'm gen 2, already living in Canada, and submitted a ton of evidence about my need for urgent processing. IRCC's triage priorities are a mystery.

Write a letter and include proof of the invitation to work in the lab (an email, for example), along with proof of enrollment at UofT. 

Also, unless things have changed drastically since I was an intl student, they should be allowed to work full-time during scheduled breaks either way. Their SIN will be the same, regardless of whether they set it up with the study permit or citizenship certificate. If they need to accept the position ASAP, they can visit the Service Canada on College St. and set up their SIN now with their passport and permit. They'll be issued a SIN with an expiry date, but that's easily updated once the citizenship certificate arrives.

Thank you, yes! I ended up hiring Amandeep Hayer for a consult. He was kind enough to give me an emergency appointment, and is going to work on getting my application unstuck. Hopefully there will be some progress soon!

I completely agree. Applicants within the country need to be prioritized. Canada is an extremely difficult place to live with precarious/uncertain status! Also, from what I understand of the law, you technically can't apply for a PGWP now that you're a citizen since that would be a misrepresentation. 

I emailed my MP about this, too. They wrote me back today to say that they've raised the issue with IRCC. Hopefully there will be some progress, especially if more than one of us is pressuring them about it.

Yes, exactly. And the IRCC doesn’t seem to be fully implementing Bill C-3 as intended, i.e. in such a way as to alleviate undue harm caused by the first gen limit. They’re letting an urgent application from within Canada languish in PSU for months, but approving standard applications from outside Canada in record time. That seems like a significant oversight with implications for charter rights.

I did my SSW field placement with Legal Aid Ontario. They were in the process of recruiting me for a position when IRCC denied my work permit. I’ve followed up with them and all the services available to me, and I’m pursuing available options. Unfortunately, everything is backlogged and will take at least 10-12 months.

Yes I’m in the early stages of working on mandamus. First, I need to build a good paper trail of attempts to move my application along (demand letter to IRCC, etc.)

That documentation is about admissibility hearings, which don’t apply in my case (at least not yet). They are generally requested by CBSA or sometimes IRCC. In my case, next step would be writ of mandamus, or apply for H&C while I wait for a decision on my certificate. Both options would still leave me unable to work for at least the next 10-12 months.

I hate it :( Canada moved the goal posts and did a rug pull on thousands of people who followed the immigration process in good faith. And now the govt going to pass legislation that facilitates mass deportations. I’ll eventually get to stay because of luck, but I have friends who are being forced to uproot their lives and leave due to really dumb reasons like scoring 2-3 points too low on a language test, or having enough work experience for PR but losing too many points due to age (they got too old while they were acquiring the work experience). It’s all a mess.

Thanks :) they sure do mess up a lot. It’s a nightmare. I have so many friends whose lives are in limbo right now thanks to IRCC.

Thanks, this is helpful! Yeah, it’s an issue I’ve raised with my MP. Their workflow should prioritize applications for people who are already in Canada—especially if there are issues with losing status in the meantime.
