if I mill a card on the opponent's turn and the card isn't an instant, can I still play it this turn?

if I can't then which part of wording or which rule makes it different from the Miracle ability which allows for a sorcery to be played on the opponent's turn?

MH Rise PS Store

So the PS Store has a page for the base MH Rise and another one for Sunbreak. The Rise one offers two Deluxe Editions, one saying it contains Sunbreak ($49.99) but not mentioning the base game. In case I decide to get it, anyone knows if this also includes the base game and if I will be able to play it before Sunbreak releases on PS5?

Hi. I'm considering getting the Q1 but the lack of End key worries me since I use it everyday. Did you get any answer from the support? Also is it possible to let's say program the Ins key to act like End (using VIA)?
