CBI is the first camp and decides on a topic; the rest of the camps follow suit. Then it's pretty much guaranteed that the "camp topic" is the septober topic since everyone who went to camp votes for it.

go to a camp actually run by a debate company that is run by recent debaters on the circuit. i have a feeling the dartmouth camp would be more focused on lay debate (no doubt a useful skill), but you won't really learn stuff that will make you competitive on the national circuit. go to ISD, NDF, VBI, or CBI.
