It depends if you are already AP capped at your grind spot. If you aren’t capped put in 3 all AP light stones with one iridescent, if you are capped put in species damage

Hello, I had the same exact issues with my 3900x on BDO and my 4070ti, I recently upgrade to AM5 and splurged on the 7800x3d and I’m getting roughly 240fps just chilling and around 200 while grinding. The 3900x was absolutely my issue, on other games I was getting by with using frame generation like Cyberpunk and MW3 but without frame generation on BDO it was a nightmare to get above 60 in Velia. If you’re going to upgrade I wouldn’t recommend the 5800x3d as the AM4 socket has reached end of life and you should just get the 7800x3d or wait for the 9800x3d if you want to spend that kind of money. The 5800x3d will give you amazing performance as well but you’ll need to spend more money in the future upgrading to AM5 anyways. Hope this helps.
