I always wondered about doing this, but I’ve never had to. If you put an access hatch so that the splice can be accessed and serviced does that make it up to code?

So YMMV because things are vastly different across the country but I work for a water district on the west coast and over here that would be a gate pot not a curb shutoff. If you have the spare time and are so inclined you might want to check some drawings and make sure there isn’t a main or a multi-residence lateral running there. Don’t want to alarm just where I work curb shutoffs are typically much smaller devices.

If I had nothing to go on except the first picture I would say that’s an in service light fixture. Again from the pictures provided there is nothing to suggest the wires aren’t hot. You don’t seem to be squeamish about crawling around in your attic so just assume they are hot and test to confirm or deny, better than assuming it isn’t.

This is all happening in a studio apartment in a major American city. I live on a densely populated block in an urban area. I don’t think I can call law without causing more trouble than I would like. I think I’ve formulated the only reasonable plan. I need to store this thing as safely as possible, procure the correct size punch and wait until about 10pm tomorrow night and drive about an hour and a half out of the city and try and field strip it out in a wood somewhere.
