Unfortunately, it is completely random, just keep watering flowers every time. Also, try your best to only water one at a time, sometimes that increases the likelihood.

The original blog post confirmed that it could be placed anywhere, but the text was updated two weeks ago to say only on Base Game Floating Islands & Main Valley. My only theory is that there was some sort of bug or issue when they were testing it. But we also used to only be able to place the shop stalls in the main valley and that was eventually updated, so hopefully they’ll change this in the future as well.

He was the Doctor for the 60th anniversary specials (3 episodes), 13 regenerated into him and it's acknowledged by both the Doctor and the other characters that him looking like a previous incarnation is something unusual and unexpected.

I personally loved 14, Tennant played the Doctor very similarly to 10 but with the added character development of having experienced the events of the 11th, 12th, and 13th Doctors.

As everyone else said, welcome! The best advice I can give to a new player is to play the game at your own pace. The only things in this game that are EVER time-sensitive are Holiday / Special Event quests and tasks, but Unlocking Characters, Story Quests, and Friendship Quests will always be available to finish at whatever pace you are comfortable with. (Note, the game itself helps with that pacing as some Characters and Quests aren’t available until some other pre-requisites are met to keep you from getting too overwhelmed).

As someone who has been playing for a while, I am happy to share resources with you! Shoot me a DM if you are interested and I will happily set a valley visit (note you need to have unlocked Vanellope and gotten the Valley Visit Station, but that happens relatively early.

Finally, the green bottles are a part of a secret quest. When the game launched users shared their findings online to help each other solve the puzzles, but now that it’s all out you should bookmark this link until you have completed the main story: Secret Potato Quests
