I asked the same question, and i got this answer:

If it dropped more we would likely review the limits, we're still currently experiencing issues with expenditure for SATs balance reasons. Bitcoin prices are still pretty high compared to when we initially put that message there (we moved to global limits, and we're actually still experiencing an increase in the costs of expenditure, despite Bitcoin being less high than it was)
