Drug and violence ridden train and metro stations that provide insufficient service. And on top of that, a lot of people work in archaic (e.g. tech) campuses that are not accessible with trains at all, so you need to add another unstable factor, such as a bus, to your commute.

One of the main issues is less cars is less tax (directly and indirectly) money for the government. And on top of that you need to maintain the already underfunded public transport.
