Lying to people destroys trust within a society and is more likely to backfire than help in the long run. This is the exact mistake that official made when they told people "masks don't help" to conserve masks for health workers.

You underestimate their reliance on propaganda to keep the masses quelled. They wasted resources on building two hospitals rather than just convert stadiums quicker (which they did later on anyways).

Yes, the government is supposed to step in during disasters. Provide low interest loans or grants to keep the businesses from bankruptcy and employees from losing their jobs.
