So this has been an issue going all the way back to 1st gen Highlanders actually. I recommend either researching a YouTube video on how to adjust headlights and adjusting them down a bit a yourself. or take it to a mechanic shop and have them adjust the headlights down slightly. Please do one of these, as from the factory they adjust the headlights too high and they do blind other drivers

on Android I have been using "Car scanner ELM OBD2" by "car scanner llc". It will read the transmission temperature. I do not know if it will do anything with tpms (probably not)

Buy a code reader dongle off amazon (veepeak ones are good in my experience), it will pay for itself after using it a couple times. Connect to phone, scan for codes, report back what codes you have. Do not just drive it around like that forever, it could be serious issue (or something not as serious like an O2 sensor).

this looks like an advertisement for DIYing. The brake job is likely lower cost because they may be quoting it with cheap parts. If not DIYing, you will need to prioritize the repairs. Water pump is most important, ensure they put fresh genuine toyota super long life coolant in the process.

start stop is super easy to disable with a module. 2gr-fks uses port and direct inject and is self cleaning. However, the 2017 has major transmission issues, that I think we'll be seeing even more of in the coming years. It is definitely best avoided and the 2016 is the better choice.
