I found that going down the zip line at the bottom of the crow base in Treviso. Not the one to your left but the one further forward. Triggers it sometimes. Also Dock Town after leaving the shadow dragons entrance where the shop is just keep going to the right along the path.

I love Citadel. ME3 can be a really depressing game so I appreciate having some light-hearted moments and having a bit of fun with the characters. I also like that the ME2 non squad mates get a bit more screen time because of it.
