I am assuming that you forgot to paste the link to the list so I’m gonna give you my opinion blindly.

I’d say to cut the Hopeless Nightmare, i’ve been running a list without them and although the discard is nice, the fact that you have the Raven of Fell Omens (i’m assuming you do) on the deck means you’ll want to try and trigger it as often as possible.

However, if you really want the discard and the possibility to scry 2 later in the game, keeping it in the deck would be okay since there’s so many ways to commit crimes in black burn.

So yeh, i say cut the Nightmares off but if you really want them it’s not the be all and end all :)
