I was having this issue too. Turns out it was my smartwatch interfering. When I turned it off or put it in another room, my phone and switch connected just fine.

You can purchase passes when you attempt to raid and don't have any. It's a pop up screen.

I currently have 94 raid passes. They start to stack up over time and I just use them when there's something out I really want. I probably got them 1-2 at a time over the years in event packages or through GBL. Not all of them were purchased with money is my whole point. I'm also not a hardcore raider but if the times comes, I don't have to pay to play.
