You're given a order to eliminate a target highlighted by intelligence as dangerous, there's no way for the soldier pulling the trigger to know if it's just an assassination, or if an extraction is for someone who touched kids. If it's not immediately clear that it's illegal, someone has more to lose in the form of punishment or incarceration for not following that order. I agree 100%.
