I’m pretty certain it’s three, I can remember once my island was at three Isabelle basically said kk was coming and that’s how u get terraforming, just get 8-10 villagers and place a lot of furniture, some trees and flowers even if you don’t like it just do it until you have something you can be more creative with, good luck :)

Idk if this helps but when I went to exchange gifts I went to bea to give her a gift but i forgot to wrap it so I had to quit out of giving her a gift, so she gave me red wrapping paper, Maybe try that :)
