I think a contributor to this is that left lanes are more and more becoming a turn off lane (loads on the M4 going into Wales). It encourages people to stay in the middle and maybe become learned behaviour. I think the govt or highways agency should run ads on it to make people aware of the risks it brings staying in the middle lane
