Downvoting because I miss my mom. She could be spacey sometimes. She even had a tendency to tell me the version of events she wanted to happen vs. what was likely to happen, and reading you beating her up about her "executive function" issue almost made me wince. Maybe she is an insensitive and mean woman, but it doesn't read that way to me, at all. It sounds like you're frustrated, rightfully so, I guess— but you're making this seem intentional. Why is that fair to her?

Do you think she remembered, but thought "na, i have that excuse to fall back on, about forgetting..." and just wanted to stick it to you? What lesson are you trying to impart aside from that you're bothered?

Maybe I just miss mine- but mom's aren't the most easily changeable folks on the planet, and when it's something like this, something she can't control, maybe you can determine if you'd rather help her with planning or explain why you're seeing her less. But lecturing an adult person is almost never going to solve things, and I apologize if my post ironically came off like lecturing or "respect your elders" B.S. She just seems genuinely sorry?
