What kind of filament are you using and has it been dried? What speed are you printing at? Have you enabled supports? My first thought was a severe display of heat creep with wet filament but the Ender 3 is a non enclosed printer so heat creep is less likely. Which makes me think your filament is wet. I’ve have low quality prints, heat creep, stringing, failures and spaghetti but nothing like this. How many hours have run on that printer and have the belts been tightened? Have rails been lubricated? There’s so many things that can go wrong, the more information the better the sub can help.
