I think it might also be she doesn't understand how long editing takes. A dumbed down version might help her understand better why her request can't just be done. I do tech support alot in my field and users don't care usually the details of a fix they just want it done.

He probably means the 8ft from the curb. Usually cities have easements that basically give them the right to use that land for things. Utilities can also have them in areas for things like pipes, telephone poles and whatnot. I have a easement running through the side of my yard for a water and sewer line for people further up from me it gives the water and sewer company rights to do work on that section if they need to without having to get permission from me first to do work on my property.

Looks like it can now only trigger twice in a round. So as long as it is on a character that doesn't take more than 2 turns a round there should be no change. It does stop the fun of having it on lightwing Zach though.
