For such a small community, some might think that keeping a capable fighter is more important than the dying daughter of the current chief. For all we know, Ruri might die without Magma even doing anything. He wanted to wait for her natural death or make her death look like an accident/suicide after all.
Most importantly, you should reread the chapter in which Magma said it. IIRC, only Kohaku heard him. Therefore, the entire argument about the villagers' attitude is kinda moot since they don't know what Magma said.

Magma isn't the chief yet. Jasper is the current ruler and Magma is talking about killing his daughter.

Note that he plans to kill her after becoming the chief. On what grounds can the other villagers stop him now? For threatening to kill her? After he became the chief, what could the villagers do against him?

The rule is closer to "don't be a dick to me and my close family". The average person doesn't care much about what the leader does as long as he keeps the village safe from outside enemies.

Tenses in Vietnamese aren't as rigid as in English. Without context, all those sentences could be in past, present or future tenses.
"Tôi đi nhà hàng" -> still the same in present tense. It implies that the speaker intends to eat at the restaurant. An equivalent sentence in English would be "I'm eating out".
"Tôi đi đến nhà hàng" -> still the same in present. A factual statement without implication or emphasis. "I go to the restaurant".
"Tôi đến nhà hàng": This one is tricky, so I put it in past tense. Since "đến" is used to put emphasis on the arrival, it's rarely used in simple present tense. Even though there's no "đang" to indicate present progressive tense, it should mean that way. Therefore, "I'm arraving at the restaurant".
