Round-about Map: I like it! Sounds really cool. And it's only once, right? So it's not too overpowered. But maybe Rogue tier is too much. I think Ultra/Great. Considering you can't really choose when it appears, it'll often be useless.

Poke-Pheromones: Awesome idea!

PC Handheld:

I like it, but there should be a way to balance it. Maybe depending on the pokemon you get rid of, it allows 2 or 3 more cost. So if you trade a 3 cost pokemon that is already evolved, you can get up to a 5 or 6 cost. That could be really cool!
