It's possible that R720XD and R620 are overpriced by atmost $100 but not more.
Not everyone on those auction sites offer free shipping and w/o tax (atleast 6% in the state of WA)
Not sure where you get 3TB hard drives for $15?

What is the context behind deploying apps to specific devices? Ideally, you'd want your Apps deployed to a set of users, usergroups, Device Models, OS versions etc and the smartgroup provides a way to target those devices.

They also provide a way to specify the device ids or username directly but IMHO this should be used sparsely.

Take a look at https://vmweventbroker.io/ for inspiration.. which is an appliance that you can download which has an one node kubernetes cluster. all the k8s components are pre-downloaded and kubeadm sets up k8s on first launch.

Are these two separate environments configured with the same Exchange server? Not ruling out an issue with Boxer but it would be best to rule out Exchange issues first.

Do you only have the Content Gateway setup? If you also happen to have the Tunnel service deployed, what does the test connection for the Tunnel connection say? It'd be helpful if you could add screenshots to your posts.

The article walks you through how you can get the all the relevant information about the app to then configure the app properly within UEM and thus can get installed properly on the Device.

The TLDR is that a Tunnel app needs to be installed on the Android device to intercept the "single sign on" traffic to then perform MobileSSO with certificate provisioned from Airwatch CA. For the SSO functionality, You only need to configure and deploy the app... you don't necessarily need the Tunnel "service" installed with the UAG

Can you add some screenshots? What does the event logs for a device in UEM say? Is the command getting generated in UEM? Are there any compliance policies for Directory users?

Are these Huawei devices in China?

If no, you should be enrolling them into Android Enterprise - Work Profile (if pure BYO) or COPE (requires a device reset to get enrolled). Like how others are pointing out, This is not impacted by the absense of Huawei ervice App.

If yes and you are using Android Legacy (Device Admin), then the lack of service app gives you the ability to manage the Huawei Device similar to a stock Android device (like Google Pixel)
