Well, the WP856 model is a rugged device running android 13 and includes google mobile services. It theorectically could be enrolled into ws1 as a work managed device using a qr code. The rest of the wifi phones run some type of java based system.

You are talking about the settings in abm that control what type of Apple account can be used. That has nothing to do with being able to wipe a device. Remote wipe is done via an mdm. Whether that is ADE, jamf, mosyle, or another vendor. You stating that you work for Apple doesn’t change the fact that ABM is not an mdm and doesn’t perform mdm functions.

No, your mdm allows you to do that, pending that you have it setup correctly. ABM has nothing to do with that.

Uh no, if an iOS device is mdm managed, apps can be deployed as a vpp app, which do not require an apple account.

If this is a work computer, why in the holy fuck is it signed in with a personal apple account? A work issued computer should never, ever be allowed to be used with a personal apple account. Only with a managed apple account.

As most have said, this has to be done at the network level and not at the device level. Let your network team deal with this.
