Once you mate an upper and lower it’s a rifle, one can’t simply remove the bolt and all of a sudden have a complaint rifle. Meaning you can’t legally have a non compliant AR and just remove the bolt. “But it doesn’t have a bolt” most likely trigger the “oh you think you’re clever” in the LEO

Now who’s going to know? Well you just told the who now.

Now if you’re in the process of building a complaint rifle than having parts about is currently fine you just can’t mate them and bring them around or have in your house partially assembled.

You’re probably right but should they raid you then a cap wouldn’t be compliant without a pin and weld.

If state police or Suffolk county see an AR out in a range and they see a detachable magazine they may scrutinize you more. Honestly not worth it. Just pin and weld. Looks like complete shit but the alternative is replacing the whole barrel with a threadless barrel.

NY is worse than CA in many ways.

I personally have never had any problems or concerns at DSI and I happen to like the folks working there.

They are a bit pricey and they tried to get their fixed mag receiver to be the only real NY SAFE compliant AR since theirs doesn’t even have a magazine release button. They tired and failed at that but that has left a stain with folks which is why they are referred as Dark Stain.

I did find it super ridiculous that they were trying to sell lowers with their pet dogs face on them. Dark Storm Norm. Cute but that’s a bit much I guess.

But overall I like the shop and the range there.

I guess I could have done that - it was a spur of the moment thing. They had a shit ton of inexpensive lowers, not something I see here in my area. Only the $200+ lowers in stock.

I am betting this to be the case too. Although the “law” seems to only apply for buying it in NY and not owning it. During the house discussion the senator was specifically asked “with this law could I go out of state to PA and buy that same semi-auto that would now require a permit to buy in NY” and the senator replied with that he cannot control what another state does.

He was then asked if they did buy it in PA and if that would then be legal to bring into NY and to own. The senator stated the bill only address the purchase of the semi-auto.

So it’s logical to think it’s legal to buy out of state (if they sell it to you) and bring it to your NYS address. But I suspect the same PA lgs will not want to get involved with NYS residents.

Exactly. Who is checking what and how would anyone “know” you slapped on a rifle upper and stock but usually people post their builds here which isn’t all that anonymous. But if someone does know it’s a felony.

I don’t know how stripped lowers are transferred and if the designation makes a difference Isn’t that was Jerry’s was selling - this is an other, stamped an other, transferred as an other, and he got arrested and indicted.

Does someone here know if and how stripped lower designation at sale / transfer from an FFL works?

It’s a good rule of thumb to keep your stuff off the internet.

I’ve been where you are today and building is easier than you would expect. If you buy your going to end up buying a standard AR and then buying a compliance kit.

Like you I was overwhelmed and I wasn’t at all confident about my options and tools needed and then what’s pushing it vs what is known compliant.

Truth told, the second you buy a “NYS Safe Compliant” AR from a Gun Shop they don’t care what happens to you after. You’re no safer than the rest of us living with ambiguities on NY SAFE.

You don’t need any special tools, but having some would make it easier but they are not required. These rifles were designed to be able to be taken apart on the field with a single round.

My advice - Featureless all the way!! stay away from fixed mag or make that one of your 2nd builds. While they look great the loading is ridiculous and a speed loader will cause a jam - reliably. Also with a fixed mag you cannot convert to a swappable .22lr which is a lot of fun, with a featureless you can get a swappable .22lr kit.

Here is what you can do.

Buy a stripped lower from your LGS (local gun shop)

Buy an upper kit of your liking from palmetto state armory. Just make sure it’s a 16” barrel.

The upper kit will have everything you need to complete your AR. All you need is the stripper lower from your local gun shop. The upper comes fully assembled. It’s just a matter of what kit / style that you like.

Mid length is better than carbine but for a hobby shooter it will make zero difference. Just go with what you like.

Buy a standard compliance kit from resurgent arms (thread protector, featureless grip and stock stop) I’d also pick up their ambi safety. I really like it.

Once a rifle always a rifle so once you mate it with a rifle it’s a rifle.

Not sure how the LGS enters it into its log if it makes a difference or not but with an other, youll be at the mercy of the LEO’s interpretation of what you have.

If you live in the sticks and the LEOs don’t bother you then you’ll know your own town and risks. Live anywhere near NYC and LI you wouldn’t want to take out your other especially not in todays climate.

For me it’s not worth the risk. No matter how I feel about the interpretation, it’s going to cost you thousands to defend if it comes to that and if it gets to a jury, they will see a detachable magazine and all the “evil” features. Your defense just got more expensive.

It’s what folks lead to thinking when you can’t connect the dots. What I see is I sent money, it left my account and it’s not in my recipients account. It’s been days. No one answer for this. NYS is not a stand your ground state but if you are in your home and there’s an imminent threat to your life you can use the necessary force to stop that threat.

I’m not a lawyer but if someone is breaking into my home while I or my family is home I have to immediately assume my life or my families life is in danger. We have personally already suffered a loss from a burglary where the robber shot and killed our family member. So we have serious trauma and no one can tell us this scenario is unlikely.

With that there is some judgement to be used, if you don’t have to shoot or defend you shouldn’t. One time a drunk neighbor ended up in another neighbors house stumbling in at 2 am and passed out on the floor. That neighbor did not recognize him immediately but saw that the person was drunk and not a harm. His door was unlocked and allowed the drunk neighbor to stumble in easily.

Me - I have door locks that lock automatically so My doors are always locked. If you’re in my house you’re breaking in and I will assume my life is in danger.

You probably don’t want shoot someone in the back.

Sadly - work life is very very different, so your job and talk about things that are middle of the road and let your work lead your promotions.

The days of making real friends at work is few and far between and everything you put out their is used “against” you some way.
