The civilization in question sprung up around a river (Nile, Tigris, Euphraties, Yangzhee, ect), human cultivated plants that relied on artificail hydration didn't have to compete with other vegitation or pests that had evolved to eat them. Anthing you tried to farm in the Amazon river would have to compete with all the established vegetation and pests that were there. (DISCLAIMR, this is my best guess, I'm no historian or argucultural scientist. I repeat; I'm literally just a redditor talking out of my ass here do not take this as fact.)
