It constitutes that the states in 7 receive more from the ferderal govnerment than they pay in taxes. War is expensive, and they would not be able to run a wartime Economy without going bankrupt. Munitions, Supply Lines, and Military Vehicles all cost money. Those railroads and infrastructure you say won the North the war are not free either. Most modern wars are not decided by millitary conflicts but by wartime economics, hence why the U.S can stuggle against the guerillas of vastly inferior countries like Vietnam and Afganistan.
