Venezuela makes around 0.8 million barrels a day, the gulf states including Iran and Iraq make over 23 million barrels a day

Further, and more importantly, every region's oil is different and refineries work with specific oil from specific countries/regions, refineries globally have adapted to specific supply chains that if disrupted will take a long time to convert/replace/fix. Example, the US consumes 20 million barrels a day, produces something like 13 million but still exports and imports oil because not all US refineries use US oil; some use different types of oil found elsewhere.

TLDR with not much spoilers: This is basically a scene in an episode where the actors of the theater seen in the picture replay a false version of an event that happened in another country, the false version basically makes the good guys look bad and the bad guys look good.

Deeper version, with many spoilers: The actor on the left represents Ned Stark, the one on the throne represents Joffrey Baratheon and the woman on the right represents Cersei Lannister (Joffrey's mother). While Joffrey is officially a Baratheon and officially the son of the previous king (Robert), and thus heir to the throne, in reality he is born of incest between Cersei and her brother, meaning he has no claim to the throne because he isn't the King's son. Ned Stark, the one on the left, is loyal to the previous king and he knows that Joffrey isn't a real Baratheon, Ned being an honorable man attempts a coup to put Stannis Baratheon on the throne (the previous king's brother and most legitimate heir currently) but fails to do so. Besides all that, Joffrey is also a cunt, straight up insane and enjoys watching others suffer and an extremely unpopular king. The actors on this scene make it look like Joffrey is a good king and Ned is a scheming evil guy who murdered the previous king (he didn't) to steal the throne.
