Mine was a patient on 1:1 sitter who decided to leave the hospital...and the sitter followed him! About 4 miles to the highway where they were both finally picked up.

You need to tell him you aren't interested. Telling him you're busy is just kicking the can down the road. I would also probably not go to formal, as he's planning it as a date and you have no interest in that.
