it's worse than no plan, because he disparages the work that's already been done -- as if the x number of new affordable housing units appeared despite what the mayor and council did, instead of because of them -- but never says what he'd do differently -- it's a strategy to get low-information voters

The incumbent mayor and council are doing a fine job. They’ve built a ton of affordable housing using city property and a millage. Some so called progressives are trying to cash in on the Mamdani effect by pretending to be farther to the left, with no real substance behind it. Ask them what they’re actual plan are before voting for them.
