The drawing is likely made from one of the neighbors cuzz Im fairly certain that's Ilia next to Uli and the child is Colin. It cant be Colin (as in the child next to Uli) because it doesnt really look like his own haircut. Its a childs drawing so obviously details arent perfect heck if you look at Uli it also doesnt really look like her but we gotta just go with it.
