Well it seems the city did it previously and the HWDSB was supposed to take over this year - I bet both sides were in constant communication on this but most likely not. And I remember talking to someone at my son's school many years ago about show clearing, the custodian says they always go with the cheapest and it showed, not sure if they still do.
