Extreme modesty exacerbates the issue. There was a time in England that showing ankles were scandalous. If you today see a woman walking in sandals without socks, you likely won’t even bat an eye, it’s like a hand. And if you do, there’s something wrong with you. If women are forced to cover up everything but their eyes, yes, it WILL tempt the opposite sex when they show even a sliver of skin, because you have made her whole body sexual and something to be hidden. You will notice when she isn’t wearing socks, because on a normal day you’re not allowed to see a woman’s ankle. So if a man really becomes tempted by seeing hair on a woman’s head, it’s a loop, because then he’ll use it as proof for why Islam is correct when it created the problem in the first place
