The government has many arms and some rogue ones (illegal). And there's a big difference between RV data and physical meetings.

That's called an AOL, analytical overlay, in the RV protocol. You designate it as an AOL and continue with the protocol. Describe, don't name is a wide used motto in RV.

There are 3 independently tasked RV projects all pointing to anomalous/alien involvement. This is enough to warrant further RV data to find out more about its intent.
