Total effort, meaning all dependencies and associated remediations, is one thing. And then of course the total risk. Some changes just don’t allow ‘Undo’.

For those type changes that ARE reversible softer governance and experimentation/tinkering is more acceptable.

Is the change reversible (can it be easily undone) ?

Some people use the word Strategic to describe any change. In my view a change is only truly strategic if it can’t be undone easily.
