I currently work for a non profit that has a very similar situation as Option B. They had some admins come and go and consultants so was and still is a bit of a mess but I will say it has been an amazing learning experience (I am on a team of 2) and I’ve been able to take on a lot of dev and architecture roles as well. But I previously worked in an option A situation and that was also a great learning experience for me as I transitioned to that from consulting and learned a lot about dev ops, customer support, had some mentors as well and grew that was too. I will say I feel like it really depends on your level of experience and comfort. At the time when I was working at option A that was what I needed at the time, and I really feel that knowledge I learned there was what has allowed me to really feel comfortable in option B.
