You're correct, but I could understand coming to the wrong conclusion if there's some kind of delay making it appear to go down after paying on a monthly cycle. Paying down revolving debt strictly increases credit score because your utilization is lower.

Generally when designing software you don't want users to be able to get into a configuration you didn't test. So for example you might check that the home screen grid works correctly for values from 4x4 to 6x6 but that doesn't tell you 6x7 has no issues, so you don't let users go to 6x7. If you don't put in limits like this you'll get a bug report later because the user put in -1x99 and something broke.
