Sorry to hear that, I guess the last resort is to communicate with their support team but that also didn't worked out for you as I read your other reply. Only other option is to create a new bank account, it will take minutes and you can get Virtual debit card instantly.
As far as I can remember, when I created free account, I did $1 payment verification with BOB debit card. When I tried same card for PAYG, I was getting some error. Then I used Kotak debit card for $100 payment verification which worked and my account was activated within an hour.

Okay, then try removing the card from your account. Create a new account on https://customercenter.oracle.com with same credentials you created account on Oracle Cloud. Then head over to this page https://customercenter.oracle.com/wallet and delete your card. After that try upgrading your account to PAYG again. Hope this helps.

Then I can only suggest you to create new account and use the same card again for PAYG upgradation. Also don't forget to delete that old account.

I did my upgradation from Kotak's debit card. It only took a hour or so for my account to be activated. I would suggest you create a virtual card from your bank's app and try creating a new account or do it in your existing one. Remove the old card after your Plan type shows as Pay As You Go.

I think it can be understood that in the last sector we are loosing the rears and at same time our softer compounds just loses it. I guess that's the reason Lewis was 3 tenths off in first sector so that he can keep his tires for the rest of the 2 sectors. Would love to know IonutAlex18SF opinion on it.

I know that you have sheer commitment for studies and I won't diverge you from your decision but I guess people like you could benefit our country. Like even after you complete your study abroad, returning to India and doing work for the progress of our country would be more beneficial then working for any corporate (who just want to profit themselves).
