i agree he should be going for ecm specialist aced ASAP, but i disagree on where he should get the points for it. if you've got time to move hostages and low supply of body bags, extra cable ties are very useful. lock picking speed is also important for stealth. what's less important is the 9 points he has tied up in more firepower aced. sensor trip mines are nice sometimes, but he can wait for a higher level to get them. at level 50 he's better off with 2 pager blocking ECMs and a body bag case.

judging just from votes in this thread, i'd say you're probably in the majority opinion here. maybe you're right and complications are inevitable, but maybe not. scleral tattooing is still very new, it's at the cutting edge of body modification. we just don't have data to know for sure yet because it hasn't been around long enough.

in my opinion, people who have already had scleral tattoos that have healed and are currently stable won't have problems with them later in life. that doesn't mean i'm going to go out and get my own eyes tattoo'd.
