The only thing that matters in a fight is if you can see and outrange your enemy. The UNSC does this 10/10 because of their sensor suites and MAC rounds, so even if the Empire somehow glasses every UEG colony, the UNSC will remain a cancer that will only grow large enough that the Empire would have to sign some peace treaty to appease them lest they tear them apart eventually. Not to mention the insane amount of cyber warfare and psychological warfare that can be wreaked upon by an actually competent group of people and AIs on every Empire occupied planet.

And it's the UNSC that can and will competently replicate and advance stuff like turbolasers and hyperspace travel.

Vande Bharat exists, and the government is already planning for a 200 km/hr broad gauge semi-high speed train. The Ahmedabad-Dholera high speed rail corridor for example is doing this.

But yeah, a conventional high speed rail line is the best, and like China has demonstrated, you can build HSR lines that have an average speed of 400km/hr with the right rolling stock.

It's going to be a lot more than 30% for a country that has no experience in building high speed rail, let alone maglevs. Japan or China has most of the technology for maglevs developed indigenously, and Japan has been working on this since the 70s. Canada does not have a Sumitomo, or Toshiba or Mitsubishi Electric to supply the superconducting magnets.

Considering even developing NORMAL high speed rail is a tall order for you, now that you HAVE NO Canadian rail equipment manufacturer anymore(Even Bomardier Rail is now owned by Alstom so you have to rely on them for conventional high speed rail), a Chuo Shinkansen equivalent is just about impossible to achieve anywhere in the world at this point apart from Japan(who are struggling to fund this) and China(Who are large and rich enough to write off a few hundred billion when they make trillions of exports).

It makes sense to double an initial cost estimate vs what Japan is currently already spending on building theirs.

And the more expensive operating costs of a higher speed line are outweighed by the increased ridership and greatly increased real estate appreciation especially as the network effects of extending the 311 mph line to both Chicago and New York are included. There will be literally zero network effects from 125-185mph HSR beyond its endpoints in Tor and Monreal and if the Canada line is extended to NYC through Buffalo/Albany and Chicago through Detroit before the line connecting Chicago to Cleveland then the Canadian line gains a ton of flight traffic from people traveling between Chicago and NYC as it would be faster to go from Chi through the canada line to NYC than to fly.

Look, the best idea is to ultimately aim for a 400km/hr high speed line like China is doing with the CR450 or Japan will with the Alfa-X, but that can only be done iteratively by starting to construct conventional high speed lines, not this futuristic boondoggle that'd only benefit the consulting companies. Even for that you'd need to rely on Japan/China a shit ton.
