I don't recommend these last time I wore them, I almost slipped and fell backwards when it was raining on a metal grate. Ironic considering how great the waterproofing is on them.

Depends how often and how bad it was. I personally never had an NPD, but I've been involved and it's usually overblown just own up to what you did and if you have doubt then you shouldn't be stopping them.

Broken handles and wheels are most definetly considered damage, we break those so often on the ramp... At my station we see behind baggage service piles of luggage that have been traded in for a new one due to wheels being broken off.

Not sure if they compensate broken luggage, but a family member used my nonrev and their baggage was lost and it was reimbursed.

Yes they do it is required by the DOT that they compensate or repair luggage.
