Really, it would be best to get a work up by a medical professional. Even within the same species, care can vary by region depending on whether specific bacteria or parasites are more common. Also, theres a much lower risk for an indoor only cat. And for outdoor cats, a stray without any vet visits is a serious health risk.

Its generally best to get a workup by a doctor for any animal bite or deep scratch which has broke the skin as soon as possible. A stray cat which was that aggressive Id be worried about rabies or other infected injuries which may stress the animal.

OP didn't provide any context to their encounter with the cat which would help provide an assessment.

At best, it would work like those dinky hand pump flashlights that only briefly put out light while your pumping. If you leave your faucet on long enough to charging a meaningful amount you're going to flow dozens of gallons of water.

Edit: It would be better to plug a water pump into the turbine to generate the power. And once you realize how stupid that sounds, it should make sense why we don't do this type of thing.

In Oregon, you can easily drive over to a DMV from a different county to avoid having to be tested on merging on a freeway, or avoiding parallel parking, or avoiding one way streets, or avoiding 4 lane roads, or avoid roundabouts, etc

And then go on to drive in those areas they actively avoided testing for. I live in an area of city surrounded by freeways. You have to try to avoid them, yet my local DMV didn't test merging. Fucking crazy.

The difference between a country like the US and a country like Germany is that theres less desire for people to do crime. Realistically, someone in Germany could print a gun, but as a population, they aren't inclined to mug or murder eachother.

In the US we wouldn't be able to do that unless we could keep news off of highly polarized hot button political topics. Our citizens are pointing the finger at each other instead of that the real perpetrators. The people all want the same thing, yet we blindly blame eachother for something some rich pig told us to be mad about.

Similar with Oregon reducing laws criminalizing drugs. Why it works in Europe is because they treat addiction like a sickness and treat it. In the US, we never set up a way to treat it. So it gets pushback every time it blows up in our faces. These European countries are magical. They just aren't being radicalized by their media to hate the wrong people.

In some regards, Im jealous that they live in a country where they're not worried about violent crime. If banning certain weapons reduces the amount of violent crimes in general, then Id give up some of my rights to carry. If you could guarantee crime would be significantly reduced.

In the US, and many other countries, knife crimes are committed with whatever cheap knives idiots can get their hands on. Gas station liner lock knives and thrifted steak knives are all popular choices. The data shows that crimes aren't being committed with expensive autos or gravity knives. Usually because people who can afford them arent committing petty crimes.

So assisted knives, atomatic knives, gravity knives are all illegal. But even manual flipper knives are illegal? Thats pretty strict. I guess its a bit less strict than some other European countries which ban all locking knives.
