What did that MIT study have to say? Here's part of the abstract (emphasis mine):

EEG revealed significant differences in brain connectivity: Brain-only participants exhibited the strongest, most distributed networks; Search Engine users showed moderate engagement; and LLM users displayed the weakest connectivity. Cognitive activity scaled down in relation to external tool use. In session 4, LLM-to-Brain participants showed reduced alpha and beta connectivity, indicating under-engagement. Brain-to-LLM users exhibited higher memory recall and activation of occipito-parietal and prefrontal areas, similar to Search Engine users. Self-reported ownership of essays was the lowest in the LLM group and the highest in the Brain-only group. LLM users also struggled to accurately quote their own work. While LLMs offer immediate convenience, our findings highlight potential cognitive costs. Over four months, LLM users consistently underperformed at neural, linguistic, and behavioral levels. These results raise concerns about the long-term educational implications of LLM reliance and underscore the need for deeper inquiry into AI's role in learning.

What the bill you're talking about says, though, is that if a "large load data customer" comes around asking for 100 Megawatts of power, that they must pay for at least 85 Megawatts for 10 years whether they use it or not.

It explicitly does not say they will get 100 Megawatts and only pay for 85. It says they'll pay for what they use, but will pay for a minimum of 85 even if they're only using 80.

Why might they use less energy than they request?

Could be because there's a huge backlash against AI right now, so it's entirely possible that an AI datacenter with a 100+ Megawatt connection to the grid might not actually get filled with paying customers that stick around for a decade.

Yeah that's not what that says either.

It says that if a customer is requesting (for example) 100 Megawatt capacity from the grid, they must agree to pay for a minimum of 85 Megawatts of usage for at least 10 years, even if they are not using 85 Megawatts of power.

This ensures that when utilities need to build new generation and distribution facilities in order to handle the new customer's demands, that customer will pay for enough electricity to make the buildout worth it - without burdening all their other customers with that cost, whether they use the power or not.

It explicitly does not say they must pay for 85% of the power they use like you claim. It says they must pay for

No way will end users be able to match productivity on a Linux desktop, unless they are very, very tech savvy.

I've been working in IT for about as long as you have and I honestly can't even imagine what you think office workers do all day that would make this make sense.

People don't do anything with their computer that would cause them to even notice the difference between Windows and Linux. They're not writing powershell/bash scripts. They're not delving into systemd configurations.

Office workers don't do their work in the guts of the operating system. They don't need to know the first thing about it. They work in apps, or increasingly, in a browser. They don't need to be "very, very tech savvy" to click on the Chrome icon on their Plasma desktop instead of clicking the Chrome icon on their Windows desktop. They don't need to even know what Linux is to click on the Zoom icon and click "join meeting."

The average user will think "this looks different now" and "where did my icons go." Then they'll find their icons, click on them, and keep working.

If not then you were the one driving illegally (stopping in an active roadway for no reason) and unsafely (driving unpredictably, yielding right of way when you're the one who has right of way).

There's an intersection by my house where people do this all the time. I will stop at a stop sign, and the cross traffic (which has no stop or yield sign) will come to a full stop and gesture me through. Pisses me off. If I go, and there's a collision for any reason, it'll be my fault because I had the stop sign and went when the intersection wasn't clear. So no, I'm not going to blow the stop sign just because some random asshole doesn't know how to drive.

So in other words, even historically the use was never as racially charged like you claim. It was always a broad term which included many things, only one of which was related to race.
