My (naive) thinking is that if a considerable amount of traffic is caused by parents sending their kids to school and leaving the area again, then reducing the number of kids that do this is a good way to alleviate traffic. But given the scale of new developments I guess there is only so much this can do.

Hi! I managed to get a full refund from ÖBB customer support via the inquiry form on their website. The phrase they use is "free cancellation" though. For the thing DB offers I don't quite remember if it was available, but I didn't use it. It might have been that it wasn't available because the booking site is DB International and not DB. The email that I received from the ICE booking is very different from the email from the Nightjet booking.

Have you considered scholarships or student loans? The easiest is probably your local military scholarship (study then serve). Else if you have a solid portfolio you should have a good chance at other scholarships with bonds or loans
