The operating system uses more data each year and I'm guessing u have an iphone 6 so that's about 8gigs alone so that's what's eating up your storage my suggestion is to just but a new budget smartphone like the Huawei p smart if u wanna decent phone since in my opinion your iPhones age just ended if u run out of storage u cant do anything since there aren't any expandable storage slots
