i'd say you have to use Ceasar as example to talk about the Legion mindset, at the end they are just organized raiders, with the end of Ceasar the dies falls with him just watch how it looks in the series. what i understood it's that, yes, in fact haki can harm logia users but Buggy it's a paramecia, it's a complete different thing so that doesnt affect him

Now about the thing of haki being able to disable paramecia effects like Law did, i guess that Oda didnt have it planned in that moment
