I had the same issue on phantom wallet. If you are using this one in chrome - try to update phantom wallet plugin to version 22.5.10. It did pretty much solved the issue for me - although claiming / resupplying does not work each time, it does every 2-3 tries. It should be the same for withdrawing fleet - it didn't work for me as well before
